Could Tingling/numbness In Arm And Hand Be Due To Bulging Disc?

I have been having issues of waking up in the night with my left arm and hand tingling or numb. Each time I am lying on my back with my hands resting on my hipbone area, but only the left is giving me issues. I also experience this while relaxed in my office chair with my hands in the same place. I have had an MRI in the past due to neck pain that indicated a bulging disc. I do not have neck pain now, but could the bulging disc be the issue with my tingling/numbness in my left arm and hand?
