Could Tourniquet On Leg Cause Numbness, Throbbing And Swelling?

my husband broke his ankle 7 weeks ago. he had stents placed in both legs for PAD last year. my question is when the dr. did his surgery on his ankle and inserted plate and screws, they used a tournequet on his leg for 37 minutes, was this dangerous for him? He is now still in a cast and has numbness, throbbing,and swelling. Could the tournequet have caused this?
