Hi,
Wecome to HCM

As your mother is diabetic ,they are predisposed to foot problems including what she is having? Corn or Calluses, I hope her diabetes is well controlled,
Diabetic should be careful to use Corn cap as all these product contain salicylic acid and if there is any pre existing Neuropathy or Vasculopathy which means reduced blood supply to foot may turn in to ulcer which are difficult to heal in diabetics.
You must see a Physician or a podiatrist to find what kind of pressure point she is having and if any thing can be done to reduce friction or pressure.
Even surgery is possible but cause must be removed otherwise this will reccur again and again.
She must take care of Feet. keep them clean and avoid any injury even during trimming nails regularly.
Good Luck.
