Differentiate Between Brain Atrophy And Subnormal Brain Growth

I have a child aged one year and i do for him a CT image so some of the doctors told me that is brain atrophy and the others told me that the brain does not complete its growth and in the case the brain is sub normal growth, the child during the year over all stages of growth and development is not different from the rest of the children please give me the status of My son
