Does Etna And Gammar Stimulate The Growth Of Myelin?

My son is two years old and was born with a lack of Myelin. As a result, he is behind in his motor skills and has yet to talk, although he makes plenty of sounds. We are now seeing a "specialist" here in Brazil where we live. As I understand it, the body does not create new Myelin after a certain time. But our doctor has put him on some medicine that leaves him bug eyed and hyper. She said that it is some vitamin based medicine that stimulates the growth of Myelin. One is Etna (fosfato dissódico de citidina/uridina-5-trifosfato trissódica/acetato de hidroxocobalamina) and the other is GAMMAR (Ácido gama-aminobutírico 1 g; Veículo (sacarina, metilparabeno, propilparabeno, corante caramelo, essência de laranja, sacarose e água desmineralizada). Should we be giving this to him? Are they really vitamins? Will it help or are we wigging him out for nothing?
