Does A Broken Thigh Bone Require Immediate Surgery?

hello,
my cousin got hurt and broke her thigh bone . it is a severe one.please suggest should we go for surgery.she is 9 years of age . if yes then please suggest best orthopadic surgeons in north delhi. please do answer fast we dont want to delay the procedure for the same.
