Does A Cervical Injury Needs Surgery?

Hi doctor ,
my dad met with an accident and he admitted in hospital, after x ray we came to know there is cervical injury in (C5-C6), doctor has pur traction startin from 4 kg to 8kg nad now they sating it is perfect. my question is surgery is required or not. pls advise me . (dad age is 60)
