Does A Mild Disc Bulge Needs Surgery?

hai sir,i had c5-c6 disc prolapse for that i was undergone anterior discectomy with iliac bone grafting done 2 years back. i was asymtomatic upto last month. i am having pain in the interscapular region intermittant mild numbness in arm-1 month.MRI scan shows c4-c5 and c6-c7 mild disc buldge now.i consulted a neurosurgeon and advised to do neck ,shoulder and trapezious exercise.my qestion; can i need surgery? or conservative manegement? how can i come out thisproblem. i am 34 years old.no h/o trauma no other medical illness.
