Does Acl Surgery Heal Torn Acl Causing Locking Leg?

i've had a torn acl, but i had no idea, no surgery was ever done. a few years later, i had a torn meniscus and during that procedure the doctor noticed that my acl had been torn but somehow reattached itself but it wasn't quite right. my leg frequently 'gives' and 'locks' would an acl surgery be needed to fix this problem?
