Does An Average Reading Of H1abc Test Indicates Diabetes?

Hi I went to see doctor after suffering from pins and needles in my hands and feet for a couple of months, also thirst and blurred vision at times. I had an H1abc? test done which gives an average reading. The result was 6.8%. Does this indicate diabetes?
