Does Being Overweight And Inactive Due To Arthritis Affect Heart?

doctor told my dad today his heart only working to 40 %. he hasnt had a heart attack but is overweight and inactive due to his arthritis he has been told to stay off work for 2 months and to relax and try to start going on short walks .i am really worried what does this mean for him ?
