Does Excessive Spinal Fluid Cause Headaches?

My 21 year old daughter has been getting headaches since August. One doctor said it could be caused by excessive spinal fluid and wanted to do an MRI. Our family doctor said it was just tension headaches and to put a heat pack on her shoulder and neck area. This week she has been having vivid nightmares along with more intense headaches. What should we do?
