Does Fluid At The Base Of The Neck Cause Headache?

My mother in law has had pretty bad headaches for several months. She has gone through several treatments including PT and Tramadole. One of the Dr s told her she had fluid ot the base of her neck but did not know what it was. There was no further checking into this. Could this be the cause of her headaches
