Does Herniated Disc Cause Muscle Cramping And Numbness?

Does a disc herniation at C2c3 cause muscle cramping and inability to move hands during these cramps.

Would a disc herniation at C5-6 cause hand cramping and inability to move hands/fingers during thses cramps.

Also I have numbness and tingling in both arms esp the right along with the motor abnormalities in both hands.
