Does Inability To Weightbear On A Hurt Foot Suggest An Underlying Concern?

My four year old daughter badly hurt her right foot after jumping off bunkbeds on sunday. she was unable to put weight on it, and according to hospital after xray told she had broken it. at a consultation yesterday we were told no break, but they never took off her cast. due to this and lack of info from doctor i asked her to put weight on her foot, and she screamed. what then is wrong with her foot if she still can not weight bare on it.
