Does Increased Dosage Of Lisinopril Cause Elevated BP?

Concerned about my mother in laws blood pressure. She recently had her lisinopril increased to 30mg from 20mg. Over the last few days her blood pressure has slowly increased to 191/90. She is also on home o2. Can the lisinopril be causing the bp to rise? Could the bp be elevated because she hasn t been using her o2 as much as she should. Can the lack of water intake and the increased lisinopril dose combined be a reason for increased bp?
