Does Loose Knee Suggest PLC Or ACL?

Acl reconstruction was done in left leg for my brother. but after that for walking it took nearly four months. The knee seems to be loose. while walking something inside kneejoint is protruiding to the left side.Whether it is due to PLC or ACL itself.
