Does Movement Of Head Cause Spinal Damage In An Infant?

Thank you. I have a 4 month old great granddaughter with Spina Bifada Mylomagengasil. Her mommy is putting her in a little seat in which she slumps forward because she cannot keep her head up for very long. She will throw her head back to see something.
