Does Puffy, Reddish, Flaky Eyelids And Around Eyes Indicates Blepharitis?

I have puffy, reddish, flaky, eyelids/around eyes--worse some days than others. Could it be Blepharitis? I went to eye Dr., she thought it was probably allergies and said to use eye drops, cool wash cloth, new make up, allergy meds and chart when worse. Nothing seems to help. Could Tobradex help and is it Rx only? A friend said it was the only thing that worked for her.

It is more of blepharitis. Clean eye lid with sterile wet swab two times a day. After cleaning apply neosporine ophthalmic ointment.Use nizral shampoo. Apply ofloxacine eye drop .3% 3 times daily. Mantain hygeine of face properly. Blepharitis will be cured.
