Does Reduced Levels Of HCG And Spotting Indicate Miscarriage?

I am 7w pregnant (based on LMP). At 6+2 I began bleeding and went to A+E. HCG level was 497. Regerred to gynae dept. Second bloods showed HCG 460 two days later. Third bloods showed HCG 438 another two days later. Losing some small clots and some back and uterus pain but nothing much. Is it a miscarriage?
