Does Shaving Really Cause Hair To Grow Back Thicker And Stronger?

Hi, As per Dr. Kalpana pathak, shaving head does not lead to better growth of hair. But is it not the fact that when we shave hair of other parts of the body, say hands or legs or underarms, the next time it grows even harder and becomes very difficult to be taken off from roots. Beauty experts say that shaving leads to the growth of thicker hair. Does the same not apply to scalp also?
