Does Shrunken Follicle Mean Healthy Ovulation?

I have hydrosalphinx on right Fallopian tube with delayed spill while the left one shows free spill. Have been TTC for 2 years. I am 31 yrs old. Do you think IUI would help? Also every month when I do the follicular study, the follicle is shrunken with free fluid. Does this mean ovulation as I have read that it has to rupture to call it healthy ovulation?
