Does Treatment Of Paracentral Disc Herniation Need Surgery?

i have been diagnos with paracentral disc herniation no at risk L5-s1 disc herniation moderate and mild r paracentral disc herniation descending right s1root compression and left root compression, i also have a numb right calf down to my ankles and slight pins and needles in my right foot, is surgery needed?
