Dry, Flaky Penis With Chronic Itching On The Insides. What Does It Indicate?

Penis is dry and gets flaky. Chronic itching and irritation, redness. No discharge. No ulcers or legions. No bumps or clusters of any kind. Itching inside of penis.
Cannot determine wether it's a bacterial fungal,allergic, std or dermatitis, psoriasis was an idea but inside the penis ??? And I ruled out herpes because nothing is oozing and their are no bumps?

Dry condition of skin is very common, you can try any moisturizing agents for this, steroid containing preparation can be used these will definitely cure it, and it is nothing to worry, have nice day.
