Diabetologist 's  Response
Dear sir i can understand your concern.
i am very sorry for condition of dad.
Stem cells are a kind of embryonic cells present in placental blood for infants.
Now a days stem cells are harvested from Placental cord blood and stored for use in future.
In adults the stem cells are present very deep in bone marrow.
this stem cells can transform in to any type of cells in the body.
Now researchers are using this point to produce new Beta cells(cells that produce insulin in pancreas ) by injecting this stem cells in to pancreas.

Right now the stem cell therapy for Diabetes is in Experimental stage only
in coming few years we might get success.
Best Regards.
