Hi foreskin attached to the front part of penis is called phimosis..yes it can cause problems for example there is more incidence of malignancy .it is due to bacterial.fungal.viral etiology.it is mainly due to balanitis.sometimes it can be cured by broad spectrum antibiotic twice daily and use of flucanazole 150 mg weekly once . If no response go for surgery called circumscission to relieve from the condition.
