Good Evening, My Brother Immanuel Maduram, Diagnosed With Bladder Cancer

Good Evening,
My brother Immanuel Maduram, diagnosed with bladder cancer on October 2020. Underwent TURBT twice and received BCG every week for 6 weeks but the treatment didn't benefit him. He undergone Radical cystectomy with neobladder surgery on March 26th 2021. He is still in the hospital and receiving treatment since he has COVID and Dengue infection. The Biopsy report came and shows carcinoma in situ right ureter. What is that mean and what do we need to do further? I will attach his blood report and biopsy report. His WBC is low and CRP is elevated. Please provide your valuable opinion. Thank you
