Had Dry Skin. Before Using Lotion, Looked Like Fish Scales. Legs Look Bruised, Cracked With White Spots. Cure?

I have always had dry skin. Before i would use lotion it looked like fish scales. Now that im older i use lotion more and dont notice the scale look. But my legs have always had a hard time staying moisturized, easily bruized, cracked, and recently been noticing little white spots. What can i use for the dryness? To create moisture to my legs, something ive never really had before.
