Has Vericose Vein, Red Spots All Over The Leg. What Does The Finding Mean?

my father has two things, one that might not be serious, but one we suspect could be. 1) he has vericose vein(s) on his right leg, his leg is all purple and red. But that's not what we're worried about. 2) WHAT WE'RE WORRIED ABOUT: his other leg has red spots all over, it is not itchy, there's no pain, they are not bumpy or rough. You cannot feel them at all by touching them. You can only see them. Maybe twice the diameter of a pimple. We are worried it could be an autoimmune disease. What are the possibilities?
