Have A Red Bumps On The Head Of My Penis. The Part From A Circumcision Is Red And A Little Swollen. Bad Hygiene. Treatment?

I've just noticed s couple of small red bumps on the head of my penis. The skin under the head of the penis....the part that's left over from a circumcision is red and a little swollen. I also have been itching really bad. Not on my gentals. But my inner thighs ,back of my knees, and on my shins and arms. I have been lacking in great hygiene Latly and I havnt washed my cloths for a month before I got itchy. I also use a water based lube for masterbation that I noticed when I'm done I just whips it off quick and roll over for bed. Then I may forget to shower. I did have sex recently but I'm hoping it is just hygiene related. What do u think before I go see a doc.
