Dermatologist 's  Response
Hi Jessica,
From the description you have given, it is quite difficult to think of possible diagnosis. These bumps could be simple folliculitis lesions or skin tag or even molluscum contagiosum. I would advise you to visit a dermatologist nearby to get the lesion diagnosed so that proper treatment can be offered.
Take care.
