Combination skin and dark complexion depends upon the activity of oil glands (sebaceous glands) and color producing cells know as melanocytes at certain places. In some persons there is a genetically tendency to secret high oil and more color at certain places as you mentioned. For the fairer skin you can use certain lightening creams like Kojic acid cream or Azelaic acid cream at night time only over the affected area. These creams are to be used under dermatological guidance only. Along with it apply a good SPF sunscreen daily for 3-4 times. This is to be applied half an hour before going out. The sunscreen are effective for 3 hours only, so if the direct or indirect exposure is present then reapply after every 3 hours. Use a good medicated face wash with salicylic acid or glycolic acid in it which will sere the purpose of taking care of combination skin. I hope these information s will help you.
