Have Diabetes. Red Marks At Base Of Spine, Painful. Have Lower Back Arthritis

I m 65, have diabetes etc, recently xray showed degenerated disks in lower back. Have had 2 cervical fusions in past. Also 30+ yrs of arthritis in low back. Pain has been very bad recently and I noticed a cluster of reddish purple bruise like marks at the base of my spine . When I touch it is painful. The skin is not broken but feels strange. Any idea?
