Have Pearly Penile Papules, Area Around White, Not Coming Off On Cleaning, No Sexual Intercourse Yet. Cause?

Hi. I have recently noticed something strange on my penis. I do have pearly penile papules which i know are not dangerous. But on the left side, about 5 of them, and the area around them has turned white. It will not come off in the shower, however nor does it hurt, itch or do anything really. Thanks for your query.
Based on the facts that you have provided it appears to be Fordeyce spots(Sebaceous cysts).
The penile skin is rich in sebaceous glands and hence prone to get more sebaceous cyst due to accumulation of sebum beneath the skin.
Normally they fade away without treatment however they need to be treated if increase in size or get infected.
Ensure to clean your genitals with warm water twice daily.
