Having A Whitish Pus Filled Bump On The Penis. Herpes?

My 20 year old son had a white bump on the shaft of his penis not far from the base that he believes he s had for months. He decided to pop it yesterday and some pus came out. He s concerned it might be herpes . Any thoughts? I had seen it before and thought it was like other bumps that young men get at his age or even a pimple but since he believes he s had it for a significant amount of time I m not sure.
