Heaviness/dizziness In Head, Sugar In Control. CT, MRI All Normal. Any Ideas ?

Hi - My dad, age 56 is having heaviness/diziness in head, also he feels like he will fall while walking. Having difficulty making balance while walking. No fever now. Had fever about 1.5 month ago. Was diagnosed with high sugar, but that is also in control now. We ve consulted Neurologist , he suggsted CT Scan , then MRI Scan & also did NCV Study. Everything came normal. His condition is getting worst day by day. It all starting about 2 months ago.
