High Blood Pressure, Shortness Of Breath, Reddish Spots On The Leg. Penis Turning Black. Any Suggestions?

My husband is 71, Caucasian, has very high blood pressure, shortness of breath just from bending over or doing the slightest thing. Breathes very hard when lying on his back in bed and stops breathing often for few seconds.
Last couple of years he has small round bloody spots mostly on lower legs ( 2-3 at a time )and recently showing on upper arms.
He will NOT go to the doctor! What could these sores be?
Also, he has developed advanced gum disease. Bleeding gums for last five years and now gums look very dark and teeth are being pushed down. He pulled a lower tooth because it was completely lying down over his lip. He was single until 62 years of age and ate high fat diet. Has been taking 2 hour walks but returns looking very tired. Today, he said had trouble during his walk and had to slow down, he looked tired, and concerned. He also believes the more he eats the better it is for his health! He has become impotent and twice had severe pain in his abdomen. Although he has been covering himself, I happened to notice when he stood in front of the mirror in his bathroom, that his penis is very dark and looked leathery? I am afraid he may have cancer? He will never go to doctor even though I have been after him for years! - - Doctor, thank you for any info you can give me.

Hello,
The tiny bloody spots are called as purpura and there could be various reasons like
SLE and rheumatoid arthritis
Could be drug induced causes by aspirin,blood thinners,pain killers,anti biotics etc.
It could be leukemia ,aplastic anemia etc.
Bleeding gums could be because of gingivitis or gingival hypertrophy which can be caused by blood pressure medicine like AMLODIPINE.
Tiredness could be due to hypothyroidism or diabetes or strain on heart or congestive heart failure due to uncontrolled hypertension.
Since there are multiple symptoms,it is not possible to diagnose the exact cause in this forum.
He requires a detailed examination and investigations to find out the exact cause.
Treatment would depend upon the cause found.
Consult a internal medicine specialist as early as possible.
