Fluctuating B.P is seen in hypertensive patients in uncontrolled state. Your B.P should be monitored in different times before starting antihypertensives. Ambulatory B.P monitoring can also be done. You also needs chest X-ray(PA), Blood sugar(Fasting and PP),Lipid profile, RFT and LFT. Ultrasound of abdomen should also be done Avoid caffeine as it increases B.P. Get examine of your eyes by ophthalmologist.
