How Are Spikes In Left Temporal Lobe Treated?

My son is 3 Years old now and is on Encorate. He had met bleeding 5 hours after his birth and a seizure in fever one year after his birth. He is hyperactive and has very very less reasoning power (parroting things most of the time). He has restless sleeps (limb movement during sleep). The EEG report 1 year ago showed spikes in left temporal lobe. Pls suggest tests & remedies to improve his reasoning to make him live a normal life to farthest extent.
