How Can A Blood Blister On The Inner Elbow Be Treated?

Hi, I m a 25 yr. old female - I have what looks like a small blood blister on the inside of my right elbow. I ve had it for a few years, but it will come and go, to the point where i can barely notice it anymore. Right now, it is back and sensitive to the touch. What do you think it could be?
