How Can A Chapped Spot On The Lower Lip Be Treated?

My husband has an awful looking spot on his lower lip. He is 80. We were in Minnesota a few weeks ago and he thinks his lip is just chapped. I think it looks like skin cancer but has developed since we were there and it was -14 below and he was not wrapped sufficiently. He wont go to the doctor and I am not sure if there is anything to make his injured lip better. Can you help?

If this is just an injury, waiting and keeping it clean is the best he can do.
If it wont heal in next few days, skin cancer or viral infection should be considered. In such cases it is good to consult dermatologist.
