How Can A Hyperextended Achilles Tendon Muscle Be Treated?

I have recently been diagnosed with a hyperextened achilles tendon. Due to this, my calf muscle has atrophied. My Doctor is suggesting surgery to shorten the tendon and possibly "borrow" some of my flexor muscle to enhance the calf. What would you advise?
