How Can A Skin Rash Despite Using Aquaphor Ointment Be Treated?

My friend has been dealing with a painful rash all over his body for almost a year using every day a product called Aquaphor - Healing Ointment Advanced Therapy . I just read the label - Active ingredient petrolatum 41% - along with many other ingredients too numerous to lists. Do you think his rash could be caused by petrolatum? TX Joyce
