Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

Is there any form of facial pain you are experiencing? Although you think this could be acne, it also does sound like herpes. Did you have any cold / cough / fever before getting this breakout around your mouth? I wouldn't recommend applying cortisone as it is a steroid and it would make matters worse. If it is herpes, then you need to be on oral and topical antiviral medications. If not then, you could start applying anti acne creams twice a day.

Hope I have answered your query. Let me know if I can assist you further.
