How Can An Itchy Red Rash On The Lower Back Be Treated?

I have a rash on my lower back, red bumps that itch. I ve tried Gold Bond anti-itch cream for 2 weeks, it reduced the itch, but rash still persists. I switch to my wife s Proctozone-HC 2.5% hydrrocortisone cream for 10 days now still no reduction in the rash. The itching is driving me crazy.
