Hello,
I have gone through your query and understood the concern. It is very unfortunate that the baby suffered hypoxia. Observation is the best method while providing supportive function to see if there is any recovery. Yet, I would say such babies are often sufferers of cerebral palsy and may remain handicapped forever. In this scenario, please take the advise of an experienced neonatologist and follow the advise. Please make sure the mother is taken proper care and mentally prepared. Hope this helps.
