How Can Ankle Swelling With Bruising Be Treated?

Went ove on my ankle 3 weeks ago, had xray that night and said all clear. Still swollen, bruised and painful. Do not have full range of movement in my ankle (can not lift toes towards knee or turn inwards or outwards). Any ideas? Had a scan waiting for results but getting fed up.
