Perioral hyperpigmentation is constitutional in a lot of individuals, specially in those who are atopics/have a dry skin. The cream that you have been using is a potent topical steroid (clobetasol propionate) and is contraindicated on face. I would suggest you to discontinue it as soon as possible.
Common side effects of using a potent topical corticosteroid on face are: acne, skin thinning and photosensitivity, facial hair growth (specially of concern in females).
You should rather consult a dermatologist for a prescription of a steroid free skin lightening cream. The active ingredients present in these creams are e.g kojic acid, glycolic acid, arbutin etc. These can even be used over a longer duration because they are steroid free.
You may also opt for a few sessions of chemical peeling from a dermatologist e.g yellow peel (retices CT peel) would be beneficial in your case.
A dermatologist in your region would be able to assess and guide you better after having a look at your concern
