How Can Dry Cough And Nose Congestion Be Treated?

Hi doctor I have a four years old son. For sometime, he is having dry cough and nasal congestion. He has also tonsils like glands. Doctors have contradictory opinion about this. Some say it will decrease by age while others suggest surgery even at this minor age. Currently I am more concerned about cough which he mostly has in the morning and at night while sleeping. Thanks
