How Can Feet And Ankles Swelling Be Treated?

When I wake up my right foot is slightly swollen. Within three or four hours both my feet and ankles are horribly swollen. Dr, has rulled out cardiac issues issues, water pills have no impact and after three years the dr says I just have heavy legs. The vascular surgeon said "Oh well, you can't wear nice shoes, don't worry!" I'm 47 and desperate!
